It is not bad for photography, to be clear, but it is dangerous to travel around, to visit, and generally to live in.
Do not be fooled by this gallery: in L.A., it is better to raise the camera frame to photograph the palm trees, because
immediately beneath them there is, at the very least, a tent city of people addicted to fentanyl or something similar.
